Lee “Scratch” Perry ‘s legacy is set. He has already established himself as a pioneer, if not the founding father, of dub-reggae music. In light of his formidable clout, it’s all the more impressive that he chooses to keep producing new music. His latest, “Soul Man (Reprise),” is the lead-up to Master Piece (Upsetter), out tomorrow.
